Jeff is a Senior Consultant in the Advanced Rate Design and Cost of Service practice. He is a regulatory policy expert with a focus on electric rate design and billing impacts on vulnerable communities. Jeff has provided expert testimony before the Illinois Commerce Commission and thought leadership on rate design in multiple peer-reviewed articles. Prior to joining Current Energy Group, Jeff was Director of Research for Citizens Utility Board of Illinois, where he applied machine learning data analysis techniques and policy research to advance utility consumer advocacy. Jeff holds a MPA with a concentration in International Energy Management and Policy from Columbia University, and a BA in English from Macalester College.
