Jocelyn has worked in the energy policy and regulations for more than a decade, and has sponsored testimony or written comments in more than 30 regulatory proceedings concerning performance-based regulation, electric resource and distribution system planning, distributed energy resources, gas infrastructure planning, transportation and building electrification, and other emissions reductions and clean energy topics. Jocelyn is a Manager in the Regulatory & Policy Innovation practice, and contributes to the practice’s insight on performance-based regulation, multi-year rate plans, and regulatory sandboxes.
Prior to joining CEG, Jocelyn was the Associate Director of Regulatory Policy at the Colorado Energy Office (CEO), where she led the Office’s regulatory strategies before the Public Utilities Commission of Colorado and managed the daily operations of CEO’s Policy Unit. Before her eight years at CEO, Jocelyn was a member of the Energy Program at the National Conference of State Legislatures where she provided technical assistance on legislative actions and state programs, authored numerous publications and reports, and presented on state perspectives and trends in clean energy policy before various audiences. Jocelyn holds a Bachelor of Arts from Vassar College and a Master of Social Work from the University of Denver.
