Justin Brant is a Senior Manager in the Advanced Rate Design practice. Justin has over 13 years of experience in energy policy and regulatory policy, with a focus on energy sector decarbonization. He has experience in alternative rate design, energy efficiency and electrification program design, system planning, virtual power plants, natural gas transition issues, and DER integration. Prior to joining CEG, he was the Utility Program Director at the Southwest Energy Efficiency Project, a non-profit that advocates for energy-sector decarbonization in six states in the Southwest where he led the organizations regulatory and legislative work related to electric and gas utilities. Before that he was the Assistant Director of the Electric Power Division at the Massachusetts Department of Public Utilities, where he led the state’s oversight of energy efficiency, grid modernization, and renewable energy programs. Justin holds an M.S. in Soil Science from Oregon State University and a B.A. in Biology from Wesleyan University.
