Ron is a subject matter expert in gas and electric Advanced Rate Design, Cost of Service Studies, and Grid Modernization. He provides expertise and expert testimony on numerous topics, including multi-year utility rate plans, performance incentive mechanisms, cost of service modeling, line extension policies, residential and commercial rate design, renewable energy program design, system planning, DER interconnection cost allocation and recovery, DERMS, and DER integration. Ron has testified on commercial and industrial rate design in several jurisdictions and had his recommendations adopted by several commissions.
Ron has deep expertise in regulatory mechanisms including weather normalization adjustments and various decoupling mechanisms as well as multi-year rate plan structures. Ron has analyzed and testified on decoupling mechanisms in several proceedings across multiple states. He has also testified on the role decoupling mechanisms should have within performance-based and more traditional (i.e., single test year) regulatory frameworks.
Prior to co-founding Current Energy Group, Ron was a Senior Director at Strategen, where he led the Regulatory Practice team for 6 years. Prior to Strategen, Ron worked at the Minnesota Attorney General’s Office for 5 years as a Utilities Economist. Ron has a Master of Science from Colorado State University in Agriculture and Resource Economics, and a Bachelor of Arts in Environmental Economics from Western Washington University, where he also minored in Mathematics.
