Ryan has worked in the energy industry as a regulatory policy and strategy consultant for more than a decade. Working with industry stakeholders and utilities across the US and Canada, Ryan has been involved in the design, planning, implementation, and evaluation of demand-side management, demand response, beneficial electrification, transportation electrification, and distributed energy resources plans and programs. Ryan was most recently a Regulatory Policy Specialist at Xcel Energy, where he supported regulatory proceedings across multiple jurisdictions. For most of his five years at Xcel Energy, Ryan specialized in customer energy solution regulatory proceedings, including transportation electrification plans, renewable energy plans, regulatory compliance, program evaluation, and innovation. Before his time at Xcel Energy, Ryan was a Lead Analyst and Consultant at E Source, where he provided research, technical assistance, and subject-matter expertise to energy industry clients, authored numerous publications and reports, and developed tools and resources for tracking decarbonization policies and plans. Ryan began his career in the energy industry working for the Electrification Coalition and municipal utility Loveland Water and Power.
Ryan holds a B.A. in Political Science and Minor in Atmospheric and Oceanic Sciences from the University of Colorado-Boulder and an M.A. in Political Science with a focus on Environmental Policy from Colorado State University.
