Testimony of Matthew McDonnell and Ron Nelson on behalf of Green Mountain Power

GMP requested a policy design and structural review of their proposed Multi-Year Regulation Plan to identify improvements and address gaps. The evaluation compared GMP’s performance-based regulation (PBR) framework to best practices from leading states, including Hawaii, Massachusetts, Minnesota, and Rhode Island, which have undergone recent PBR proceedings. The analysis involved a gap assessment and recommendations for refinement. The evaluators leveraged their direct experience with Hawaii and Minnesota’s frameworks and, to a lesser extent, Massachusetts. Based on insights from these modern PBR models, a structured evaluation framework was developed to assess GMP’s proposed plan.
